End user with exit capacity (EWEX)

Book your transport capacity directly with GTS

If you, as a gas user, are connected or intend to be connected to the national grid, you can book your capacity with a supplier and/or shipper who will then book the capacity in the GTS network. However, you can also choose to book your own (exit) capacity to your company directly with GTS. In order to do so, you need to become an end user with exit capacity (EWEX).

Previously it was beneficial for connected industries to have an EWEX licence because this enables the connected party concerned to book long-term capacity. This guaranteed security of gas transport. Now, however, GTS reserves the booked capacity at your connection during the current year, up to 1 December, for the following year, as described in article 2. 1. 2. a of the Transmission Code Gas – TSO. As a connected party you are therefore assured that the booked capacity in the current year will also be available for you in the following year provided it has been booked at your connection before 1 December. Bookings after 1 December of the current year are dealt with on a first-come-first-served basis. In this respect there is no longer any need for connected parties to want to become an EWEX.

If, however, you still opt for being able to book the exit capacity yourself at your connection, you must apply for the necessary EWEX licence (licence L) to be able to do so. You must submit the correctly completed licence application form “licensing to GTS as the first step in this accreditation process.

You have to meet the creditworthiness requirements (Transmission Code Gas TSO, annex 1) before you attain EWEX status. This means that if the booking value including VAT of your contracted capacity exceeds your credit limit, we will ask for additional financial security. The EWEX must provide financial security no later than two months prior to the start date of the contract.
Additional securities should be valid for four months longer than the period of the contracted capacity.
Creditworthiness will be monitored continuously during the term of the contracted exit capacity for every EWEX.

Transfer of capacity
After booking exit capacity, this capacity should be “transferred” to the shipper. This may also be through your supplier, with which you have concluded a gas supply contract. Transfer can be carried out by means of a transaction (an Assignment or a Transfer of Usage). The transfer should take place at least 10 working days prior to the start of the month in which the gas transmission will start. The supplier must send a switch message to GTS at least 5 working days before the supply starts.

There are no costs associated with becoming an EWEX. You will pay a fixed charge (ca. €100) per transfer for trading capacity. This tariff is borne by the acquiring party (the shipper) and is included in appendix 1c of the current TSC.
