Draft decision NC TAR by ACM

At 5 March 2018 ACM has published the draft decision regarding the implementation of the European network code on harmonized transmission structures for gas (here after NC TAR).
Based on NC TAR, the allowed revenue of GTS, which has been determined by ACM in the Method Decision, will be allocated to the net users using a new tariff structure.
The new tariff structure will be applied as of 1 January 2020. You can send in your formal view to ACM at the latest at 28 May 2018. The final decision will be taken by ACM, at the latest five months after 28 May 2018.

GTS and ACM have jointly started the NC TAR implementation process with a kick-off meeting at 19 April 2017. Through different market sessions, with active participation of representative organizations and shippers, the different NC TAR articles have been explained and different implementation options have been discussed. This has resulted in an implementation proposal by GTS, which has been presented to ACM at 24 October 2017.

We note that ACM has adopted several parts of the implementation proposal in its draft decision. Amongst others, the proposed all-in transmission service and the postage stamp tariff method have been adopted. Both elements lead to one transmission tariff for all entry points and to one transmission tariff for all exit points. Regarding the entry-exit split ACM has decided to apply a 50%-50% split, leading to an increase of the average entry tariff and causing higher prices for gas imports. This split differs from the current situation and differs from the GTS proposal which is facilitating the imports of gas. This is important according to GTS, because of the fact that the Netherlands will become more and more dependent on foreign gas caused by the decrease of the Dutch gas production.

We will study the draft decision taken by ACM and will, based on our conclusions, draft a formal view.
