Tariff proposal 2019

On March 1st 2018, GTS submitted its tariff proposal for the year 2019 to the Dutch regulator, the Netherlands Authority for Consumers and Markets (ACM). This tariff proposal contains tariffs for transport, quality conversion, balancing, existing connections and connection points.

From now on, GTS has to submit its tariff proposals at the beginning of each year. This is because the new European network code on tariff structures (NC-TAR¹) specifies that the annual tariffs must be known no later than one month before the annual auction. Earlier submission of the tariff proposal allows the ACM to make a decision on tariffs for 2019 in good time, by May 2018 at the latest.

In the tariff proposal, the tariffs increase by an average of 2% over the tariffs for 2018. This increase is the result of a number of different effects. The application of the x-factor has a downward effect on tariffs. On the other hand, the expected fall in sales in 2019 has an upwards effect² because of the revenue-cap regulatory system. Furthermore, the annual tariff corrections in 2019 have a smaller downward effect on tariffs than the annual tariff corrections in 2018. These tariff effects are explained in more detail in the appendix.

The tariff changes vary according to the statutory task, and consequently the tariff changes for each individual entry point and exit point will also vary. For example, the transport tariffs will increase (+4%), while the tariffs for existing connections (-12%), quality conversion (-8%) and connection points (-17%) will fall.  The tariff for balancing remains unchanged. The aforementioned tariff changes are also explained in the appendix.

Other tariff-related information, such as an indication of future tariff developments in the remaining part of the regulatory period, will be published on the ACM website around June 1st 2018 in the information document published in compliance with articles 29 and 30 of NC-TAR.

The ACM is evaluating GTS’s proposal and will take a tariff decision in May 2018.
