GTS market session about the Dutch balancing system

This was a follow-up to the July 1 session. jl. The responses to that session helped us to better understand what the unwanted balancing behavior looks like and how we can prevent it. We have given a concrete description of the unwanted balancing behavior and also indicated how we want to prevent this behaviour. We are going to prepare a code change proposal of the Transport Gas LNB for this solution. This code change proposal will be formally discussed on 16 December 2021 in the so-called GEN consultation between Netbeheer Nederland and the Representative organizations.

We are also proposing a measure that, in our opinion, will ensure that parties can offer a larger part of their available gas volume on ICE Endex. This offer can be increased because we indicate which product we are going to call when announcing a balancing action. This measure will be discussed in the so-called ICWG consultation of NEDU. No code changes are required for this.
