GTS market session Dutch balancing system

We organized a market session on the Dutch balancing system on Thursday, July 1, 2021.
In that market session, ICE Endex explained that price formation has improved significantly since September 3, 2020. Undesirable behavior in the form of illogical prices that was seen around GTS balancing actions before that date, no longer occurs. Varying the call moment for balancing actions by GTS, as of 3 September 2020, can therefore be seen as a success.

However, we also see balancing behavior that we believe is undesirable. You can read what our findings are in the attached presentation.
We presented possible solutions that aim to encourage grid users to minimize the need for GTS to take balancing actions, while also preventing non-prudent behaviour.

Based on all the information, we will then prepare a draft code change proposal, which will be presented and discussed in a formal GEN meeting of Netbeheer Nederland. Ultimately, ACM will take a final code decision.
