Small change of balancing regime as of 1 May 2022

As described in our code change proposal to prevent undesirable balancing behaviour GTS has agreed with market players that it would be better not to change the product choice Nexthour or WD between the 2nd announcement and the definitive balancing action.

This change will go live as of next 1 May.
