Tariffs decision 2023
On Monday May 30th, ACM published the GTS tariff decision for 2023. ACM has made a few changes compared to the tariff proposal, including an incidental correction for shared assets and an update of the inflation percentage.
At the end of 2021, GTS transferred a number of assets that are shared with other Gasunie participations. The associated costs were already proportionately allocated to the users. The use of these assets by other Gasunie participations is likely to increase in the coming years. Therefore it becomes less and less rational that GTS owns these assets. To ensure that the transfer of these assets takes place in a cost-neutral manner, ACM applies a correction in the tariff decision.
In addition, the inflation percentage is updated every year. The tariff proposal includes an estimate of 1.7%, which has been replaced by the actual inflation rate of 6.2% (CPI February 2022).
Tariffs for 2023 increased by 19% on average compared to 2022, mainly due to higher energy costs for quality conversion and lower capacity bookings.

Neutrality charge
In addition to the tariffs, GTS sets a neutrality charge based on the Grid Code Balancing. This charge settles costs and revenues from balancing activities, including the pipeline buffer flexibility service, emergency settlements and costs due to defaults.
In 2023, the amount that will be settled via the neutrality charge (refund to market parties) will be approximately EUR 2.5 million.
