Tariffs decision 2024
On Thursday 25th, the GTS tariff decision for 2024 was published by ACM.
On average, the tariffs for 2024 decrease by 20% compared to 2023, mainly due to higher revenues in 2022 compared to the allowed revenue in the method decision. The difference is reflected in the 2024 tariffs.
For the purpose of a relative stable tariff development, the additional revenues from auction fees will not be settled in the tariffs for 2024. These revenues will be returned to network users in a later year, or used for investments to reduce congestion at border points.
Furthermore, for the increased energy costs of GTS in 2022, due to high energy market prices , ACM included an additional compensation in the tariff decision.
Finally, in the tariff decision, ACM replaced the estimated inflation rate of 7.6% included in the proposal with the actual inflation rate of 8% (February 2023) and adjusted the interest rate from 2% to 4%.

Neutrality charge
In addition to the tariffs, GTS sets a neutrality charge based on the Grid Code Balancing. This charge settles costs and revenues from balancing activities, including the pipeline buffer flexibility service, emergency settlements and costs due to defaults.
In 2024, the amount that will be settled via the neutrality charge (refund to market parties) will be approximately EUR 5.9 million.
