Towards a new system for access to and exchange of regulated energy data
The energy transition will only be a success if we make good agreements about the sharing of energy data. Access to data is currently linked to the system roles (supplier, network operator, metering responsible, program responsible party) from the ACM Information Code, based on the Electricity and Gas Act. This is a too narrow approach for the challenge of the energy transition. There is a need to share energy data with more market parties involved in the reduction of energy consumption and sustainable energy generation. It will enable them to provide their services as cost-effectively as possible.
In addition, new European legislation, part of the "Clean Energy for all Europeans Package", sets requirements for the sharing of energy data. This is in line with the Dutch government's vision of the development towards a digital economy.
Enough reasons for the energy sector to discuss this with each other, with potential users of energy data and with the Ministry of Economic Affairs: this is what we call the broader market dialogue. The agenda includes access to and sharing (regulated) energy data and the options for anchoring this in the bill for the Energy Act. Ultimately, this should result in an agreement system for sharing (regulated) energy data. In the downloadable document you can read how we intend to do it.
