Changed handling of metering and allocation corrections

As of 26 May 2018 there has been a change to the Dutch Network Code, whereby the deadlines for handling of metering and allocation corrections at entry and exit points were shortened.

  • These changes shorten the allocation and metering correction period to the 16th working day after the month to which the metering applies for all entry and exit points of the national gas transmission system, except for system connections where the national grid is connected to the network of a Distribution Network Operator. On the latter points the deadline is shortened to the 10th working day of the fourth month;
  • Metering differences arising outside the aforementioned periods will no longer be settled with individual parties. If applicable, these will be socialized and settled in the transport tariffs of GTS.

The changes are primarily a result of agreements based on the European network code Interoperability and data exchange (NC Interoperability). In addition, shippers preferred to shorten the deadlines for correcting metering and allocation differences, so that they can quickly clarify gas and money flows and a faster invoicing process can be achieved. The changes are included in various Dutch Network Codes, including the Metering Codes Gas - TSO, Allocation Code Gas, Connection Codes Gas and the Transmission Code Gas. In addition to this, article 8 from appendix 6 (Allocations) of the TSC is no longer applicable. This has brought an end to the different terms that applied to the various entry and exit points.

What are the consequences?

The result is that as a shipper you will be exempted from allocation corrections older than the aforementioned periods. There will be no changes in managing the metering:

  • the responsibility for correct metering lies with the operator of the measuring facilities. Production, storage and several border points are operated by third parties. For the remainder (connected parties, distribution networks and the remaining border points) GTS is operating the metering in accordance with the Metering Code Gas - TSO;
  • the Allocation Code Gas has not changed anything to shipper’s verification on plausibility of the allocation. We assume that you will continue to do so.

Connected parties may assume GTS will monitor the metering in accordance with the Dutch Network Code. Yet, it remains important to check metering readings on a regular basis for unexpected deviations. The usual procedure for connected parties to report metering complaints remains in effect, only the period for a possible correction has changed. Connected parties will receive a separate mailing with additional information.

Entry into force

The changes have come into force as of 26 May 2018. This implies that for metering differences observed after 25 May 2018 (regardless the period the correction applies to) the new terms apply. The settlement of metering corrections takes place until no later than 16 working days after the end of the month to which the correction relates. The settlement of metering corrections on system connections takes place until the 10th working day of the fourth month at the latest.

Regarding metering complaints and/or differences that were known before 26 May 2018, parties concerned will be informed separately by GTS about the way of handling on short notice.
