Draft decision Creditworthiness Policy GTS published by ACM
On 19 June 2018 the Dutch regulator Autoriteit Consument & Markt (ACM) published a draft decision in which a number of changes in GTS’ creditworthiness policy are proposed. These changes intend to simplify GTS’ exposure calculation. The current creditworthiness policy is laid down in Annex 1 of the Transmission Code Gas LNB.
The proposed amendments are:
- The 365 day imbalance methodology will be replaced by a daily imbalance methodology for parties with license A, B or C;
- The initial imbalance exposure cease to exist;
- VAT will be included in the determination of the exposure for parties with license A, B, C or L registered in The Netherlands;
- The TTF reservation of € 50.000 will cease to exist;
- A fixed imbalance reservation of € 100.000 will be introduced for parties with license A, B or C;
- The financial security must continue to be valid for at least 4 months beyond the expiry date of the contract for parties with license A, B, C or L.
You can find the (Dutch) draft decision on the website of ACM. You can submit a formal view to ACM within 6 weeks. After this period, ACM takes a final decision. In consultation with GTS, ACM will determine the date in which the final decision comes into force. We will inform you about the implementation in due time.
